The Minister of Science, Technology and Innovation of the Republic of Uganda Hon. Dr. Elioda Tumwesigye, who is also the Sheema municipality Member of Parliament, and the Minister of Science and Higher Education of the Russian Federation Hon. Mikhail Kotyukov signed a Memorandum of Understanding to enhance scientific, technological, and research cooperation of the two countries. The MOU was signed on Friday, 22 2019 in Moscow, a Russian city.

 According to Dr. Elioda, the MOU covers the following areas of research and technologies for exploration, and development of mineral resources, satellite technology, and remote sensing, ecology and rational use of natural resources, research in the field of Agriculture, and efficient land use, biotechnology, chemistry and petro-chemicals research, and basic research in nuclear physics.

Expected follow up actions include implementation of joint Science, Technology, and Innovation programs and projects, strengthening partnerships between Universities and research institutions in both countries for joint research and development activities including Joint Research Calls, organizing joint seminars, symposia, exhibitions etc; capacity building of Ugandans in selected fields of Science both in Russia and Uganda, as well as facilitating Science, Technology, and Innovations related business to business collaboration among others.

The Ministry of Science, Technology and Innovation of the Republic of Uganda and the Ministry of Science and Higher Education of the Russian Federation are currently exploring areas of scientific, technological and research cooperation which will see Uganda benefit a lot from the development.

The Ministry of Science, Technology and Innovation (MOSTI) was established by the Government of Uganda on recognizing Science, Technology and Innovation (STI) are the drivers of socio-economic growth and transformation the world over. Technology and Innovation development is an important determinant of progress and transition.

The ministry mandate is to provide over all Policy Guidance and Coordination for scientific research, development and the whole National Innovation System in Uganda.
